The Federal Reserve's postponement of any tapering effort announcement gave investors a lot to consider and MoneyShow's Howard R. Gold thinks, while several hurdles have been cleared for the markets, there's still a long way to go.

The Federal Reserve kept the punch bowl spiked a little longer in a surprise decision that postponed investors' day of reckoning with reality.

On Wednesday, the Federal Open Market Committee voted to maintain its $85-billion monthly bond buying program, defying expectations of two-thirds of economists polled by The Wall Street Journal, who were looking for the central bank to begin tapering its extraordinary bond purchases at this month's meeting.

The reason? The FOMC just hasn't seen the kind of economic growth many gurus and pundits have. "The Committee sees…growing underlying strength in the broader economy," its statement said. "However, the Committee decided to await more evidence that progress will be sustained before adjusting the pace of its purchases."

"With unemployment still elevated and inflation projected to run below the Committee's longer-run objective, the Committee is continuing its highly accommodative policies," Fed chairman Ben Bernanke said at a subsequent news conference.

"I don't recall stating that we would do any particular thing at this meeting," he added in response to a reporter's question.

The Dow Jones Industrial Average and the Standard & Poor's 500 Index immediately spiked to all-time highs as Investors gobbled up stocks right after the news broke.

They were apparently stunned that, what one money manager called "hands down the single most clearly telegraphed move in the history of monetary policy," would have to await another day.

Apparently, so will the return to a more normal monetary policy, even one with extra low interest rates but without the crutch of $1 trillion a year in additional bond buying.

That could keep stocks rallying off sheer animal spirits and the adrenaline of Fed purchases. And the market already has effectively cleared two of the five hurdles I said it would face this fall.

The threat of US military action in Syria is off the table, because of the collapse of President Obama's efforts to persuade Congress to authorize the use of force and the subsequent offer by Russia to turn its ally Syria's chemicals over for inspection and destruction.

Whether you believe this deal or not, the market sure does: Crude oil prices have fallen 6% since they peaked in late August, while gold prices have dropped 7.5% over the same period, before Wednesday's rally.

Stocks have been further buoyed by Sunday's news that former Treasury Secretary Larry Summers had withdrawn his name from consideration as Bernanke's replacement.

That made Fed vice-chair Janet Yellen the odds-on favorite, even though President Obama doesn't seem to like her very much. But Wall Street does for her long experience, track record of building consensus, and especially her reputation as a dove on monetary policy, which means she might take her time tapering. Perhaps she's exerting her influence already.

Pessimism deepens over budget standoff

Budget experts say chances have increased that Washington will jeopardize government funding and borrowing in coming months.

NEW YORK (CNNMoney) Budget experts are worried: The chances of a government shutdown and a harrowing ride to raising the debt limit have gone up in the past few weeks.

That's due in part to a fractured Republican Party in the House and perceptions that President Obama is more vulnerable or unpredictable in the wake of the Syria debate.

"We continue to believe disaster will be avoided across each of these issues, but the risk of negative outcomes has increased," Sean West, U.S. policy director for the Eurasia Group, said in a research note Thursday.

Congress, of course, had a full agenda and a tight schedule before Syria took center stage. It must agree to spending levels for fiscal year 2014 -- or at least a short term extension of funding past Oct. 1, the first day of the fiscal year.

If it fails to do so, non-essential parts of the federal government would shut down.

It also must approve a debt ceiling increase by mid-October. If it doesn't, an independent think tank now estimates that the Treasury Department would not have enough cash coming in to pay all the country's bills in full sometime between Oct. 18 and Nov. 5. After the so-called "X" date, barring a higher debt ceiling, the country would default on some of its obligations.

In both cases, many conservatives in the House want to make the defunding or delay of Obamacare a condition for their support to fund the government and raise the debt limit. That's a non-starter for Democrats and President Obama. What's more the administration has insisted it won't negotiate over the raising the debt limit.

And, of course, there's the perennial disagreement over spending levels between the Republicans and Democrats, an old argument made much more complicated by the existence of the much-maligned sequester.

When it comes to the deals that will be cut to assure approval of funding and a higher debt limit, budget experts aren't expecting much. "Big- and medium-term deals don't seem attainable now," said Robert Greenstein, executive director of the Center on Budget and Policy Priorities, at a National Journal event Thursday

William Hoagland, senior vice president of the Bipartisan Policy Center, also is not holding his breath. "I've given up on grand bargains."

Funding the government and raising the count! ry's legal borrowing limit, of course, are among the legislature's most basic functions.

And yet, in recent years, both efforts have been stymied by political demands and brinksmanship.

"It's extraordinary how dysfunctional our system has become and how casually we accept it," said Rudolph Penner, a former director of the Congressional Budget Office speaking at the same National Journal event.

West and others who joined Greenstein, Hoagland and Penner think a short-term funding bill is likely to get through. But beyond that is anyone's guess.

McDonald’s goes global on nutritional offerings

McDonald's on Thursday, in partnership with a nutrition-focused branch of the Clinton Foundation, revealed plans to begin offering side salads as substitutes for french fries in its value meals — at no additional cost — in the U.S market in 2014.

McDonald's also committed, on a near-global basis, to promote only water, milk or juice as the beverages that come with its Happy Meals, and promised to place nutritional messages on Happy Meal packaging. While soft drinks will still be available with the meals, they won't be promoted.

McDonald's is making this promise for 20 of the chain's largest world markets, to be fully implemented by 2020. The nutritional moves were brokered by the Alliance for a Healthier Generation, a childhood nutrition initiative founded by the American Heart Association and the Clinton Foundation. McDonald's will hire a third-party organization to track and verify the progress.

"This is very serious," says McDonald's CEO Don Thompson, in a phone interview with USA TODAY. "This will increase the access of fruits and vegetables to kids not just in the U.S. but around the world."

For McDonald's, it's another nutritional move forward and one certain to be watched — if not matched — by industry rivals. Earlier this year, Taco Bell vowed to meet new goals to cut calories and sodium from its menu by 2020. Two years ago, Subway slashed the sodium in its sandwiches. Burger King this week rolled out a lower-calorie and lower-fat French fry. Because of McDonald's vast size and enormous marketing resources, the fast-food giant's latest move is being applauded by some nutritionists.

The prospect of being able to easily order a value meal at McDonald's that's comprised of a burger, a small salad and bottle of water is a huge step forward, says Margo Wootan, director ! of nutritional policy at the Center for Science in the Public Interest. "It takes a meal from being a nutritional disaster (burger, fries and soft drink), to something that will fit a healthy diet."

At the same time, the move to take any mention of sodas off of the Happy Meal menu is significant, says Wootan. Many marketers follow McDonald's lead in defining exactly what a kids meal is, she says. If that definition is evolving to something better at McDonald's, it could have a broader impact on society.

Even then, she says, McDonald's needs to get more fruits and veggies onto its menu.

That's already in the works, says Thompson, who says McDonald's continues to "evolve" its menu.

"This won't be the end-all solution," says Thompson. "We want to have kids consume more fruits and veggies around the world, and we want to make access easier."

More options are on tap, he says, but he declined to be specific.

Asked to pinpoint what's really prompting McDonald's to make these nutritional changes, Wootan says that doesn't really matter. "As a mom, I don't care what their motivation is," she says. "What matters is that this will be better for kids."

Two ETFs for Energy Exposure

The energy patch has been a good one to be in recently. Not only have nearly 60% of energy companies in the S&P 500 beat earnings expectations for the second quarter, but US production has gone through the roof, reports Stephen Leeb, editor of Cash Cow.

The bellwether S&P Energy Select Sector (XLE), has done very well so far this year, keeping pace with the overall market's push upwards; XLE remains a buy.

Roughly half of its $8 billion in assets are allocated to integrated oil and gas firms, and a further 21% to exploration and production companies.

Equipment and services providers make up 16%, and refiners a further 8% . This is the one fund to own for exposure to the whole energy sector in a single, liquid, inexpensive ETF.

However, the highest leverage in the sector does not come in the integrated oil companies, but rather in the oil-service firms.

These are the companies that provide the equipment, transportation, materials, technology, and tools necessary for energy companies to do what is an increasingly difficult, complex job. If you're bullish on energy prices and energy production, this sub-sector is where you want to be.

The best ETF for oil-services stocks is Market Vectors Oil Services ETF (OIH). With $1.61 billion in assets and over four million shares traded per day, it is liquid and large.

The portfolio is concentrated, holding the 25 largest oil-service firms in the world by market capitalization. Indeed, the top five positions account for 44% of assets, led by a 20% position in oilfield giant Schlumberger (SLB).

XLE contains some of these same firms; overlap between the two ETFs is roughly one-sixth, so investors in XLE are certainly participating in the oil-service area.

However, while XLE is ahead of OIH for one-year performance at the moment, the two are tied for two-year returns, and OIH is solidly ahead over a five-year horizon.

The increasing cost and complexity of producing oil today, including ultra-deepwater and hydraulic fracturing operations, means a tailwind for OIH's portfolio companies for the next several years.

What to do now: Keep XLE as a stalwart, one-size-fits-all energy sector play. Buy OIH for a leveraged play on the most dynamic aspect of the energy patch.

Mayer's 800 Million May Not Be Enough

SAN FRANCISCO (TheStreet) -- Yahoo! (YHOO) CEO Marissa Mayer gave several impressive numbers during a fireside chat, announcing the company now has 800 million monthly active users, up 20% from when she became CEO of the Sunnyvale, Calif. company. While that number is impressive, there's another number that's not as impressive to shareholders: three years.

Speaking at TechCrunch Disrupt, Mayer said it would take her three years or perhaps longer to really turn the company around and get it going in the right direction, from a revenue perspective. Yahoo!'s revenue for its second-quarter was $1.07 billion, down 1% year over year.

Buying Tumblr, as well as several acqui-hires, Mayer is not shy with Yahoo!'s checkbook if she sees something as a fit to help the company. Much of that money came from Yahoo!'s monetization of its stake in Chinese Internet giant Alibaba, which Mayer credited former CEO and Yahoo! co-founder Jerry Yang for making. Mayer has undoubtedly built up goodwill on Wall Street, turning the perception of the company around, she has not been able to get the core function of Yahoo! turning in the right direction from a revenue perspective. Page views have started to turn around, as Yahoo! surpassed Mayer's former employer, Google (GOOG) in traffic in the month of July for the first time since July 2011. Mayer stressed at the conference that page views ultimately equals revenue, though that's proved elusive so far. People, products, traffic and revenue were Mayer's key theme during the interview with Michael Arrington. Yahoo! certainly has an increase in people, with 800 million monthly users. It certainly has an increase in products, seemingly unveiling a new product almost weekly, the latest ones being the new Yahoo! toolbar and the new Yahoo! Screen app. Traffic is improving, judging by comScore's latest numbers. Now all she needs is the revenue. Jobs, Not Inflation, Will Drive U.K. Rates

NEW YORK (TheStreet) -- Against the dollar, the pound is trading at its highest levels in eight months. Recent rallies have been driven by minutes from the September meeting at the Bank of England, where policymakers voted 9-0 decision to keep stimulus programs on hold.

This is a significant difference from what was seen during the August meeting, when a dissenting minority saw a "compelling" need for policy changes that were more accommodative.

This is also an implicit suggestion that the BOE is confident that improving macroeconomic data indicate a sustainable trend.

The reduced potential for additional monetary stimulus has pushed the pound to gains of nearly 7% since the end first quarter, which is one of the best performances we have seen this year in developed-market currencies. [Read: Yen Weakness Far From Over] But, at the same time, it should be noted that the currency is still down nearly 30% from its 2007 highs against the dollar. At this stage, it is clear that in order for pound rallies to sustain themselves, we will need to see higher yields and a commitment to raising interest rates. Without this, the pound is in a precarious position and vulnerable to large moves to the downside given the strength seen in the last few months. Supportive Data To be sure, economic data largely support the Bank of England's more hawkish stance. The economy in England, the third largest in Europe, is expected to expand 1.3% in 2013 and by 2% next year. This is slightly less than the GDP expectations for the U.S., where expectations rest at 1.6% for this year, and 2.7% for 2014. But England's August Purchasing Managers' Index (PMI) report showed that the service sector grew at its highest rate since 2006. [Read: There's Still More Upside in Silver Wheaton] A broader measure, the Citigroup Surprise Index (which tracks positive and negative results in all economic releases, relative to market expectations) has risen to 72 this month after hitting lows of -33 in May. But if we are going to see the higher interest rates needed to sustain long-term rallies in the pound, we will need to see the U.K.'s unemployment rate fall below the central bank's target of 7%.

Rate Expectations

Over the last decade, BOE decisions to raise interest rates have generally been based on surges in consumer price inflation, which in some cases have reached levels many would consider excessive for a developed economy.

Current policy goals at the BOE set the inflation target at 2% using a two- to three-year time horizon. But most recent comments from Governor Mark Carney suggest that the BOE has shifted focus and is much more concerned about the state of the labor market. In the three months through July, unemployment in the U.K. dropped to 7.7%, which is still well above the central bank's target. In order to reach the 7% goal need to see any changes in interest rate, the U.K. would need to create more than 750,000 new jobs.

All of this means that we still have some way to go before the BOE is likely to make a true commitment to rising rates. The pound at its elevated levels will be without a true bullish driver until we see the added incentive of higher yields for long-term positions. [Read: Luxury Watches -- Haute Horlogerie Is Happening] And when this stronger pound is taken into consideration along with the increased chances of reduced stimulus from the Federal Reserve, the pound is likely to experience some downside corrections into the final months of the year. U.S. Poverty Rate Stuck at 15% - a Record 46.5 Million People

Mother and two sons walking past boarded up house in DetroitAlamy WASHINGTON -- The nation's poverty rate remained stuck at 15 percent last year despite America's slowly reviving economy, a discouraging lack of improvement for the record 46.5 million poor and an unwelcome benchmark for President Barack Obama's recovery plans. More than 1 in 7 Americans were living in poverty, not statistically different from the 46.2 million of 2011 and the sixth straight year the rate had failed to improve, the Census Bureau reported Tuesday. Median income for the nation's households was $51,017, also unchanged from the previous year after two consecutive annual declines, while the share of people without health insurance did improve but only a bit, from 15.7 percent to 15.4 percent. "We're in the doldrums, with high poverty and inequality as the new normal for the foreseeable future," said Timothy Smeeding, an economics professor at the University of Wisconsin-Madison who specializes in income inequality. "The fact we've seen no real recovery in employment and wages means we've just flatlined." Mississippi had the highest share of its residents in poverty, at 22 percent, according to rough calculations by the Census Bureau. It was followed by Louisiana, New Mexico and Arkansas. On the other end of the scale, New Hampshire had the lowest share, at 8.1 percent. The last significant decline in the national poverty rate came in 2006, during the Bush administration and before the housing bubble burst and the recession hit. In 2011, the rate dipped to 15 percent from 15.1 percent, but census officials said that change was statistically insignificant. For the past year, the official poverty line was an annual income of $23,492 for a family of four. The Census Bureau's annual report offers a snapshot of the economic well-being of U.S. households for 2012, when the unemployment rate averaged 8.1 percent after reaching an average high of 9.6 percent in 2010. Typically, the poverty rate tends to move in a similar direction as the unemployment rate, so many analysts had been expecting a modest decline in poverty. The latest census data show that the gap between rich and poor was largely unchanged over the past year, having widened since 2007 to historic highs. Signs of Improvement On Monday, Obama called attention to what he described as economic improvements -- the nation's gross domestic product did rise by 2.8 percent last year -- and said congressional Republicans would reverse recent gains if they took uncompromising stands in connection with looming budget deadlines. Some GOP conservatives have been demanding a delay of Obama's new health care law as the price for supporting continued federal government spending. The House is also expected to consider a bill this week that would cut food stamps for the poor by an estimated $4 billion annually -- 10 times the size of cuts passed by the Democratic Senate -- and allow states to put broad new work requirements in place for recipients. "This lack of improvement in poverty is disappointing and discouraging," said John Iceland, a former Census Bureau chief of the poverty and health statistics branch who is now a Penn State sociology professor. "This lack of progress in poverty indicates that these small improvements in the economy are not yet being equally shared by all." Ron Haskins, a senior fellow at the Brookings Institution who specializes in poverty, agreed. "Everything's on hold, but at a bad level; poverty and income did not change much in 2012," he said. "So child poverty is still too high and family income is still too low. The recession may be over, but try to tell that to these struggling families. Don't expect things to change until the American economy begins to generate more jobs." What Doesn't Count in Those Numbers: Quite a Lot The official poverty level is based on a government calculation that includes only income before tax deductions. It excludes capital gains or accumulated wealth, such as home ownership. As a result, the rate takes into account the effects of some government benefits, such as unemployment compensation. It does not factor in noncash government aid such as tax credits and food stamps. David Johnson, the chief of the Census Bureau's household economics division, estimated that unemployment benefits helped keep 1.7 million people out of poverty. If non-cash government aid were counted in the official formula, the earned income tax credit would have lifted another 5.5 million people above the poverty threshold. Counting food stamps would have boosted 4 million people, lowering the poverty rate to 13.7 percent. The slight dip in Americans without health coverage meant 48 million people were without insurance. The drop was due mostly to increases in government coverage, such as Medicaid and Medicare. The number of people covered by employer-provided health insurance remained flat. The decline in the uninsured was modest compared to a bigger drop in 2011, which occurred due to increased coverage for young adults under the new health care law. Because the main provisions of the Affordable Care Act don't take effect until 2014, the latest census numbers offer a baseline number of uninsured by which increased coverage and effectiveness of the law will be measured. Many conservative Republicans remain committed to repealing the law. Starting next year, the government will offer tax credits for people without access to job-based health insurance to buy private coverage through new markets, called exchanges, in each state. Open enrollment starts Oct 1. The new health care law also expands Medicaid to cover millions more low-income people, but so far only 24 states plus Washington, D.C., have gone along with the expansion. The Congressional Budget Office estimates that by next year, the health law will reduce the number of uninsured in the U.S. by about 25 percent. By 2017, it is projected that 92 percent of eligible Americans will have health insurance, a 10 percentage point increase from today's level.

To enhance its insurance business, Bermuda based Enstar Group Limited (ESGR) has inked a deal to acquire global specialty insurer Torus Insurance Holdings Limited. The purchase consideration equates to $692 million.

Enstar will partially finance the deal by issuing 1.9 ordinary voting shares and 0.7 million newly created non-voting preferred shares. These shares sum up to $346 million or 50% of the purchase consideration.

Out of the remaining $346 million of the purchase price, Enstar will provide $69 million in cash and the other $277 million will be provided by affiliates of Stone Point Capital LLC through an equity co-investment. Stone Point is a private equity firm that makes investments and manages financial services businesses. The deal is expected to culminate by the end of 2013.

Through BNSF Railway, BNSF operates a railroad network in North America with approximately 32,000 route miles of track (excluding multiple main tracks, yard tracks and sidings) in 28 states and two Canadian provinces as of December 31, 2011. BNSF owns approximately 23,000 route miles, including easements, and operates on approximately 9,000 route miles of trackage rights that permit BNSF to operate its trains with its crews over other railroads��tracks. As of December 31, 2011, the total BNSF Railway system, including single and multiple main tracks, yard tracks and sidings, consisted of approximately 50,000 operated miles of track, all of which are owned by or held under easement by BNSF except for approximately 10,000 route! miles op! erated under trackage rights.

The United Kingdom utilities consist of Northern Powergrid (Northeast) Limited (Northern Powergrid (Northeast)) and Northern Powergrid (Yorkshire) plc (Northern Powergrid (Yorkshire)), which own a substantial United Kingdom electricity distribution network that delivers electricity to end-users in northeast England in an area covering approximately 10,000 square miles. The distribution companies primarily charge supply companies regulated tariffs for the use of electrical infrastructure. MidAmerican also owns HomeServices of America, Inc. (HomeServices), a full-service residential real estate brokerage firm in the United States. Products, under the Fruit of the Loomand JERZEES labels are primarily sold in the mass merchandise and wholesale markets. In the VFB product line, Vassarette, Bestformand Curvationare sold in the mass merchandise market, while Vanity Fairand Lily of Franceproducts are sold in the mid-tier chains and department stores. Acme also sells ceramic floor and wall tile, as well as marble, granite and other stones through its subsidiary, American Tile and Stone. Products are sold primarily in the South Central and South Eastern United States through Company-operated sales offices. Acme distributes products primarily to homebuilders and masonry and general contractors.

Benjamin Moore & Co. (Benjamin Moore) is a formulator, manufacturer and retailer of a range of architectural coatings, available principally in the United States and Canada. Products include water-thinnable and solvent-thinnable general purpose coatings (paints, stains and clear finishes) for use by the general public, contractors and industrial and commercial users. Products are marketed under various registered brand names, including Regal, Superspec, Moorcraft, Moorgard, Aura, Nattura, ben, Coronado Paint, Insl-xand Lenmar.

Benjamin Moore and its manufacturing subsidiaries rely primarily on an independent dealer network for the distribution of its products. Its distribution network includes approximately 100! Company-! owned stores as well as over 4,500 third party retailers representing over 10,300 storefronts in the United States and Canada. JM serves markets that include aerospace, automotive and transportation, air handling, appliance, HVAC, pipe and equipment filtration, waterproofing, building, flooring, interiors and wind energy. Fiber glass is the basic material in a majority of JM�� products, although JM also manufactures a portion of its products with other materials to satisfy the broader needs of its customers. JM regards its patents and licenses as valuable, however it does not consider any of its businesses to be materially dependent on any single patent or license. MiTek operates on six continents with sales into approximately 90 countries. MiTek has 34 manufacturing facilities located in eleven countries and 45 sales/engineering offices located in 17 countries.

The Shaw Industries Group, Inc. (Shaw) is a carpet manufacturer based on both revenue and volume of production. Shaw designs and manufactures over 3,000 styles of tufted carpet, tufted and woven rugs, laminate and wood flooring for residential and commercial use under about 30 brand and trade names and under certain private labels. Shaw also provides installation services and sells ceramic and vinyl tile along with sheet vinyl.
